DEFINITION:
Under general direction of the City Manager, plans, organizes, directs, and reviews the functions of the Economic Development Division including but not limited to economic development, grant development and administration, and business development and retention.
Provides leadership to the division and the City organization; coordinates assigned activities with other City divisions, departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

Essential duties and responsibilities may include, but are not limited to, the following:
Develops, plans, and implements division goals and objectives; develops and implements long and short-term strategic plans related to economic development; recommends and administers policies and procedures.
Plans, organizes and directs the division activities including economic development, grant development and administration, and business development and retention, and leads the Division's efforts in personnel matters, such as investigations, hiring and training procedures.
Coordinates division activities with those of other departments and outside agencies and organizations; provides staff assistance to the City Manager and City Council; prepares and presents staff reports and other necessary correspondence.
Manages, oversees, and participates in the development of the division annual work plan; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products of assigned staff, methods, and procedures.
Assists in the development and administration of the division budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
Selects, trains, motivates, and evaluates personnel; provides a high level of leadership; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures; maintains discipline and high standards as necessary for efficient and professional operations of the division.
Represents the division to outside groups and organizations; participates in outside economic and professional groups and committees; provides technical assistance as necessary.
Researches and prepares technical and administrative reports and studies; prepares written correspondence as necessary.
Researches sources of funding for economic development and prepares/submits proposals and grant applications.
Inspects City development projects to determine project status and compliance.
Maintains records of federal and state revenues and expenditures concerning City grants, projects, and programs.
Assists with the negotiation of and manages professional contracts, property acquisition, and economic development projects as assigned.
Manages the marketing efforts of the City related to economic development to include developing and implementing promotional and marketing programs and materials.
Manages the development, implementation, and coordination of a local and regional economic development plans.
Administers a binational/international economic development program.
Administers a business incubator program and operations of city facility.
Establish and maintains a database of existing vacant properties and buildings.
Reviews and evaluates economic development proposals for feasibility and funding consideration.
Performs related duties as assigned.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Interpret and apply federal, state, local, and department policies, procedures, laws and regulations.
Develop and market business development and retention and economic development programs.
Represent the City's interests before boards and commissions of local agencies and special water and sewer districts as directed by the City Manager.
Identify and respond to public and City Council issues and concerns.
Communicate clearly and concisely, both orally and in writing.

Work Environment:
The employee works in an office environment where the noise level is usually quiet.
Certain positions within the classification may require availability to work flexible schedule.
Typical Qualifications MINIMUM
Qualifications:
Education, Training and
Experience:
Bachelor's Degree in Business Administration, Public Administration, Economics, or closely related area of study; and Four (4) years of progressively professional administrative experience in economic development with two (2) of those years in a supervisory capacity.
Job related experience may substitute for the required education on year-for-year basis.
LICENSES AND CERTIFICATES:
A valid Arizona driver license will be required at the time of appointment and must be maintained throughout employment.
Special Requirements:
Bilingual in Spanish preferred.
Residency within 25 miles of San Luis and within the US required, San Luis residency preferred.
Must have the ability to pass an extensive background check including polygraph examination.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
