64 an hour 3 days ago 3 days ago 3 days ago ABOUT THE POSITION Development and administration of safety policies and procedures, identifying best practices and benchmarking safety programs, reviewing, auditing, and adequately documenting safety violations, and providing safety training to all City personnel; Evaluates the Cities processes, procedures, facilities, and equipment to identify unsafe or hazardous working conditions that need improvement and take appropriate action to resolve them; Administers the occupational safety programs for all City departments and programs; verifies compliance with state and Federal regulations and safety standards, and City policies and procedures; Performs environmental health and safety inspections and investigations for City facilities and work sites, reports findings and makes recommendations for corrective and remedial actions to enforce Federal, State, and local Environmental, Health and Safety laws and regulations and safety standards; Assists in the development and implementation of policies, procedures and guidelines for industrial safety, accident review and investigation, accident prevention, and environmental health and safety; Reviews accident and injury reports for trends, causes, and remedial actions needed; prepares initial draft responses to OSHA and State Workers Compensation inquiries or complaints;.
Researches, analyzes and interprets environmental and safety regulations; develops recommendations to improve controls, procedures and policies; Assures that Environmental, Health and Safety reporting and record-keeping requirements are met; updates and maintains records database and technical documents; gathers, compiles, and evaluates data; Acts as City liaison with environmental and safety regulatory agencies during audits, inspections, enforcement action and operations; Presents safety and awareness training; identifies issues to be addressed through training programs; Resolves routine technical problems encountered in the performance of work assignments; Performs general research, completes special projects, and prepares reports; Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City staff; promotes the City goals and priorities, vision and values; Conducts follow-up accident investigations and ensures proper documentation; Maintains appropriate department safety and injury records and completes associated reporting; Assists with the preparation and execution of emergency drills and exercises; Contributes to the evaluation of drills and exercises and provides recommendations for improvement; Assesses the Safety Program's compliance and effectiveness, reports trends and irregularities to department management; Completes regulatory and best practice research on requirements, standards, practices, procedures, equipment, compliance devices, or methods; Reviews, revises, and maintains the Health and Safety plan/manual; Provides leadership and direction to the City's Safety Committee; conducts regularly scheduled safety committee meetings; Engages with departmental personnel to encourage safe work behaviors, and provides corrective actions for any identified hazards; Maintains confidentiality of work-related issues and City information; performs other duties as required or assigned; IDEAL CANDIDATE Will possess knowledge of:
City organization, operations, policies and procedures.
Federal and State rules and regulations governing occupational safety, including the Occupational Health and Safety Association (OSHA), and Arizona Division of Occupational Safety and Health (ADOSH).
Federal and State rules and regulations governing environmental health and safety, including Environmental Protection Agency (EPA), Occupational Health and Safety Association (OSHA), Resource Conservation and Recovery Act (RCRA), and Code of Federal Regulations (CFR), 40 CFR 260 to 265 and 40 CFR 266 to 299.
Techniques for investigating environmental safety problems and conditions.
Regional occupational safety issues.
Record keeping and technical reporting principles and procedures.
Knowledge of potentially hazardous materials and chemicals Will have the ability to:
Interpret Federal and state safety rules and regulations, and City policies and procedures.
Develop and implement training plans, including coordinating, scheduling, delivering, and evaluating training effectiveness.
Perform root cause analysis and document safety processes.
Answering questions, advising staff, and assisting with safety issues.
Operate a personal computer utilizing standard and specialized software.
Collaborate and work effectively with others.
Handle customer concerns or complaints skillfully and respectfully.
Establish and maintain effective working relationships with co-workers and the public.
Communicate effectively verbally and in writing.
Maintain excellent organizational skills and attention to detail.
MINIMUM REQUIREMENTS Required:
Bachelor's Degree in a related field; Four (4) years experience in safety, public health, or environmental regulatory programs; OR an equivalent combination of education, training, and experience.
A valid Arizona driver's license is needed at the time of appointment and must be maintained throughout employment.
Specific technical training and certifications.
Residency in the US and within 25 miles of the City of San Luis.
Desired/Preferred:
